In the petition sent by the stainless steel manufacturing and trading enterprises to Deputy Prime Minister Tran Luu Quang on August 8, the businesses wrote: "After the dialogue with the business (held on July 13-BTV ), the Ministry of Science and Technology has issued Document No. 2528/BKHCN-TCC dated August 1, 2023 reporting the results of the meeting with the Deputy Prime Minister. However, we realize that this document does not properly reflect all the issues raised in the working session.
This is the reason why businesses are forced to send petitions to the Deputy Prime Minister, re-state the issues and questions raised at the dialogue, which the Ministry of Science and Technology has not yet reflected.
Half a month has passed, we still have not received a written reply from the General Department of Standards, Metrology and Quality on the proposal to adjust or abolish the National Technical Regulation on stainless steel (QCVN 20:2019/BKHCN) )".

Specifically, 5 groups of questions were raised by businesses.
Firstly, why did the Ministry of Science and Technology not notify and consult enterprises when drafting Circular 15/2019/TT-BKHCN promulgating QCVN20:2019/BKHCN, while these enterprises are the most strongly influenced object of the text.
Second, why does the Ministry of Science and Technology include stainless steel as a group 2 commodity that must be managed, while this item has no potential to cause harm to people, property and the environment...
Third, why does the Ministry of Science and Technology think that QC20:2019/BKHCN helps protect the interests of consumers, while this Regulation is prohibiting consumers from buying affordable, cheap steel products that are suitable for their needs, but have to buy more expensive goods?
Fourth, why does the Ministry of Science and Technology ban our products from circulating while our products are still normally imported by many European, American and Asian countries.
Fifth, why does the Ministry of Science and Technology prohibit the import of stainless steel as a production material, but allows the import of household appliances and goods made from this stainless steel.
"So, is it protecting imported goods compared to our domestically produced goods?", businesses asked the Deputy Prime Minister.
Businesses also said that these are questions that were raised at the dialogue with the Ministry of Science and Technology, which the Ministry promised to answer in writing. However, as of August 8, businesses still have not received a written reply.
In the petition sent to the Deputy Prime Minister, businesses continue to petition to abolish or amend QC20:2019 on stainless steel so that businesses can operate again.
What did the Ministry of Science and Technology report?
In Official Letter 2528/BKHCN-TCC that businesses mentioned, the Ministry of Science and Technology also mentioned the working session on July 13 with related ministries, enterprises and associations on stainless steel and 2 ideas. opinions of 33 enterprises. These are businesses that have sent petitions to the Prime Minister, as the basis for the above work. These are also businesses that have submitted proposals to Deputy Prime Minister Tran Luu Quang.
The first group of opinions mentioned by the Ministry of Science and Technology is that QCVN 20:2019/BKHCN only controls the input materials of stainless steel but does not control the output quality, so businesses have difficulties when bring products to the market because they cannot compete with products made from stainless steel imported from abroad. The second opinion is to ask the Ministry of Science and Technology to assess how the application of QCVN 20:2019/BKHCN affects domestic enterprises.
Also in this Official Letter, the Ministry of Science and Technology has commented on the opinion of a representative of Posco VST Company (a domestic stainless steel manufacturing company) that the application of Regulation 20 to control the quality of steel inputs stainless is required.
Along with that, the opinions of the Department of Science and Technology (Ministry of Industry and Trade), the Vietnam Steel Association, the representative of the Vietnam Federation of Trade and Industry (VCCI) were also summarized and reported to the Deputy Prime Minister. .
In the dispatch sent to the Deputy Prime Minister, the Ministry of Science and Technology proposed that the Deputy Prime Minister assign the Ministry to assume the prime responsibility for, and coordinate with relevant ministries, branches and associations in researching, consulting and supporting enterprises to improve and enhance high product quality to conform to national technical regulations on stainless steel…
The Ministry also assumes the task of presiding over, coordinating with relevant ministries, associations and businesses, actively participating in the International Standard Technical Committee (ISO) to amend the ISO 15510 standard on stainless steel.
"On the basis of the new ISO 15510 standard, the Ministry of Science and Technology will review, amend and complete the TCVN 10356:2017 on stainless steel of Vietnam", the ministry reports.
