Under the guidance of the Ministry of Finance, commodities and non-alloy steel cast alloy, the alloy long steel products including alloy and steel and rebar is made from billet imports into Vietnam, with code HS is 7207.11.00; 7207.19.00; 7207.20.29; 7207.20.99; 7224.90.00; 7213.10.00; 7213.91.20; 7214.20.31; 7214.20.41; 7227.90.00; 7228.30.10; 9811.00.00 export goods according to the list issued Circular 103/2015 / TT-BTC were temporary safeguard duties
Own products 9811.00.00 HS is applied only temporary safeguard measures with reference to the third item of HS codes 7224.90.00 original; 7227.90.00; 7228.30.10, does not apply temporary safeguard measures for the products HS 9811.00.00 are references to the original remainder HS.
Accordingly, the steel billet and steel products characterized by the following long been excluded from the scope of application of provisional safeguard measures:
The alloy steel billet is not stainless steel, with no cross-sectional rectangular (including square), with a width greater than 2 times the thickness, average size width and thickness < 100 mm or> 180mm.
The steel billet alloy stainless steel is not one of the elements contained with the percentage content of the following ranges: C> 0.37%; Si> 0.60%; Cr> 0.60%; Ni> 0.60%; Cu> 0.60%;
Smooth steel, nominal diameter greater than 14mm;
Steel that contains one of the content elements within the following percentage: C> 0.37%; Si> 0.60%; Cr> 0.60%; Cu> 0.60%;
It is known that temporary safeguard tariffs on steel as long as 14.2% additional import duty is applicable to goods imported into Vietnam from the date 22-3-2016 (the effective date of Decision 920 / QD-BCT).
